CCTV
1. Introduction
- Bourne Grammar School has a CCTV system on site. Video footage is stored on site and its use will be in strict accordance with this policy.
- The Headteacher is responsible for the operation of the system and for ensuring compliance with this policy and ensuring compliance with The Data Protection Act 1998.
- As required by law, the School is registered with the Information Commissioners Office. This registration is updated annually.
2. System
- The system comprises: 11x fixed position digital cameras, 2x IP-based digital recorders, 1x digital recorder and numerous information signs.
- Six of the internal cameras are located near the student toilets.
- Four internal cameras are located in the Sixth Form area.
- One internal camera is located in the airlock near reception.
- Two external cameras are mounted overlooking the car park.
- No concealed cameras are in use.
- Signs will be prominently placed at strategic points and at entrance and exit points of the School to inform staff, students and visitors that a CCTV installation is in use, and state its purpose.
3. Purpose of the system
- The primary internal system has been installed by ICT support staff with the primary purpose of reducing vandalism of the toilets with respect for individuals' privacy. These purposes will be achieved by monitoring the system to:
- Deter those having malicious intent towards the toilet facilities,
- Assist in the identification of those who deliberately vandalise the toilet facilities.
- The cameras do not record constantly. They are motion-triggered by individuals entering the toilet doors and record for a brief period of time, capturing both video and sound. To conserve hard drive space and protect individuals, recordings are automatically deleted by the system after 24 hours. Once a hard drive has reached the end of its use it will be erased prior to disposal.
- The secondary internal system has been installed by ICT support staff in the sixth form with the primary purpose of monitoring and reducing vandalism of the sixth form areas. These purposes will be achieved by monitoring the system to:
- Deter those having malicious intent towards the facilities,
- Assist in the identification of those who deliberately vandalise the facilities.
- The cameras record images constantly. To conserve hard drive space and protect individuals, recordings are automatically deleted by the system as its hard drive fills, overwriting the oldest footage first. Once the hard drive has reached the end of its use it will be erased prior to disposal.
- The external system has the primary purpose of reducing vandalism of vehicles in the car park, and monitor the reception ‘airlock’ area as visitors to the school arrive. This purpose will be achieved by monitoring the system to:
- Deter those having malicious intent towards vehicles,
- Assist in the identification of those who deliberately vandalise vehicles.
- To aid in fact verification in the event of issues with visitors to school.
- The cameras record images constantly. To conserve hard drive space and protect individuals, recordings are automatically deleted by the system as its hard drive fills, overwriting the oldest footage first. Once the hard drive has reached the end of its use it will be erased prior to disposal.
- The systems will not be used for any other purpose.
4. Access to footage
- Images captured by the system will be monitored and recorded onto hard drives on dedicated CCTV recorders, kept in secure locations. When required, CCTV is accessed via a web browser, requiring a username and password which is known only to the Headteacher and Deputy Head. The external CCTV recorder is accessed via the interface on the unit itself.
- There is no unauthorised access to the footage at any time. Access will be strictly limited to those granted authority by the Headteacher and Deputy Head. Access will take place in a private location where it cannot be overseen by third parties.
- Disclosure of recorded material will only be made to third parties in strict accordance with the purposes of the system and is limited to the following authorities:
- Law enforcement agencies where images recorded would assist in a criminal enquiry,
- People whose images have been recorded and retained,
- Emergency services in connection with the investigation of an accident.
5. Access to images by a subject
- CCTV digital images, if they show a recognisable person, are personal data and are covered by the Data Protection Act. Anyone who believes that they have been filmed by CCTV is entitled to ask for a copy of the data, subject to exemptions contained in the Act. They do not have the right of instant access.
- A person whose image has been recorded and retained and who wishes access to the data must apply in writing to the Data Protection Officer (the Headteacher), including:
- The time and date of the recording in question,
- The location of the camera in question,
- A cheque for £10 to cover the cost of administrating of the request.
- The Data Protection Officer will then arrange for a copy of the data to be made and given to the applicant. A response will be provided within forty days of receiving the required fee and above information.
- The Data Protection Act gives the Data Protection Officer the right to refuse a request for a copy of the data particularly where such access could prejudice the prevention or detection of crime or the apprehension or prosecution of offenders.
- If it is decided that a data subject access request is to be refused, the reasons will be fully documented and the data subject informed in writing, stating the reasons.
